Improvements in the existing web proxy module

1. Apache should run as user apache and not merce. suexec module is required because of Apache runs as merce.

New features

1. Use proxy features of apache 2.2 with caching enabled.
2. Study apache 2.2 documentation for any new features that should be integrated.
3. Ad blocking feature should be revisited and discussed.
4. Implement web based UI for web access control using squid.
5. To add script of proxy block with squid which gets the site list
   from Merce database.
